Stewart Circle Renaming, Truck Stop Moratorium Set for May 12 Vote

The Cave Spring City Council is expected to vote on May 12, 2026, regarding whether to rename Stewart Circle to Heritage Circle and the driveway next to the fire station as Sam Stewart Drive. Council members were informed that Stewart family members support the proposal. Council is also expected to consider extending a truck stop moratorium, as the current measure is set to expire before a proposed ordinance can be finalized. The ordinance, introduced by Chairman Dennis Shoaf, would regulate the application process, location, and conditions under which a truck stop could be constructed. Other items discussed during the work session included: Proposed Local Maintenance Improvement Grant (LMIG) projects for David Drive ($32,752.98) and Hershell Mize Drive ($23,048.39); Repairs to the manhole downtown. [UPDATED] Truck Stop Ordinance, Manhole Project on Work Session Agenda

The Cave Spring City Council will meet for a work session on Thursday, April 30, 2026, at 5:30 p.m. Items on the agenda include the manhole repair project at the traffic light, the water project and a truck stop ordinance proposed by Chairman Dennis Shoaf.  The purpose of the truck stop ordinance as listed in the draft ordinance is “To establish a truck stop/high-intensity fueling overlay district; to impose location, design, operational, environmental, and buffering standards; to provide for grandfather protection of existing facilities; to establish a conditional use permit process; and for other purposes.” The updated work session agenda is listed below. Walker Appointed as Cave Spring City Manager, Event Ordinance Fails

The Cave Spring City Council voted to appoint Stephen Walker as the new city manager during the Tuesday, April 14, council meeting. Walker holds a Master of Public Administration from the University of West Georgia and earned his Bachelor of Arts in Communications and Political Science from the University of Georgia. His most recent position was as assistant director for the Polk County Board of Elections. I look forward to working with Mr. Walker and wish him success in his new role. Event Ordinance Fails to Move Forward After months of work and review of a comprehensive event ordinance , the ordinance will not be moving forward because no one seconded my motion for a first reading. This is disappointing because a fair and impartial process would benefit the city and ensure public health and safety issues were adequately addressed. Council to Vote on New City Manager at April 14 Meeting

The Cave Spring City Council is expected to vote to extend an offer of employment to a new city manager during the Tuesday, April 14, council meeting. The search for a new city manager has been underway since late last year. Council is also expected to vote on several other items during the April 14 meeting including: A request to rename Stewart Circle. A $7,305 software requisition related to water meters. A $7,050 requisition for new water meters and the associated items. A key policy to govern the issuance and management of keys. A resolution related to the Certified City of Ethics program. A proclamation recognizing Georgia Cities Week. A proclamation recognizing Arbor Day 2026. A resolution to establish a schedule of fees and fines. Council Expected to Vote on Street Renaming, Proclamations and More at April 14 Meeting

A request to change the name of Stewart Circle is just one of the items expected to be voted on during the April 14, 2026, Cave Spring City Council meeting. Hannah Turner, Chief Operating Officer at the Northwest Georgia Housing Authority, has proposed changing the name to Heritage Circle, a name she said would honor the history of the homes that were built on the site in the 1950s. Cave Spring resident Peggy Allgood spoke in opposition to the proposed renaming, saying that Stewart Circle was named in honor of former fire chief Sam Stewart. According to Allgood, Stewart was chief in the 1960s during a time when the department had few resources, but “saved lives.” “The name has a lot of meaning,” Allgood said. “I would hate to see Sam Stewart’s name erased.” Ms. Allgood made a compelling case for why the name should remain unchanged and I am grateful she took the time to educate the council about the history of the Stewart Circle name. Street Rename, New Ordinances Headline Packed Council Agenda

A request from the Northwest Georgia Housing Authority to rename Stewart Circle is one of the items on the agenda for the April 7, 2026, Cave Spring City Council work session. Council will also review reports from the Downtown Development Authority, court, police, fire, billing, and financial departments. Other items on the agenda include a key policy, parking ordinance, event ordinance, and requisitions. Council will also review information related to the Local Road Assistance (LRA) program and the Local Maintenance Improvement Grant (LMIG). Additionally, the agenda includes proclamations for Georgia Cities Week and Arbor Day, as well as discussion of community clean-up days. First Reading for Event Ordinance Planned for April 14

The Cave Spring City Council held a called meeting on Wednesday, April 1, 2026, to review a proposed event ordinance and truck stop ordinance. Council completed the review of the draft event ordinance and the first reading is expected to be held on April 14. Additionally, council reviewed a proposed ordinance to establish a truck stop/high-intensity fueling overlay district. The first reading date for that ordinance is pending legal review. Council also met in executive session to discuss applicants for the city manager position.
