The Cave Spring City Council is expected to vote on May 12, 2026, regarding whether to rename Stewart Circle to Heritage Circle and the driveway next to the fire station as Sam Stewart Drive. Council members were informed that Stewart family members support the proposal.
Council is also expected to consider extending a truck stop moratorium, as the current measure is set to expire before a proposed ordinance can be finalized. The ordinance, introduced by Chairman Dennis Shoaf, would regulate the application process, location, and conditions under which a truck stop could be constructed.
Other items discussed during the work session included:
- Proposed Local Maintenance Improvement Grant (LMIG) projects for David Drive ($32,752.98) and Hershell Mize Drive ($23,048.39);
- Repairs to the manhole downtown. City Manager Stephen Walker reported the city has applied for an emergency permit;
- An update on the water project;
- Security fencing for the water tower; and
- A delay in the release of funds for the Assistance to Firefighters Grant (AFG) program due to the government shutdown.
Additionally, several reports were delivered during the work session:
DDA
DDA director Marley Peals reported that the recent Porches and Pastries event was a success with 45 tickets sold and half of the attendees residing outside of Cave Spring. The DDA also celebrated two ribbon cuttings this past month - Faith Cottage and Platinum Plating.
Preparations are underway for BaconFest with 80 vendors expected including 20 food vendors offering 30 different bacon items. So far, 25 people have registered for the car show.
The next ribbon cutting will be the cave opening on May 11 at 6 p.m.
Court
For April, $110 in fines were levied, with $325 collected. Total collections for the fiscal year now stand at $1,957.
Police Department
Chief Randy Lacey reported 972 total activities for April, including 40 dispatched calls and 932 non-dispatched calls.
He also advised that cemetery thefts remain under investigation. Other activity included:
- 3 burglar alarms
- 13 suspicious persons
- 5 suspicious vehicles
- 750 officer generated keep checks
- 4 requested keep checks
- 3 traffic stops
- 2 traffic details
- 155 meet in person
- 2 vehicle accidents
Fire Department
Chief Lacey reported that the fire department responded to 26 calls in April, totaling 47 man-hours. This included 13 rescue calls and 13 fire calls.
Financial Report
City Manager Stephen Walker reported that most departments are on track with the budget, though equipment expenses and repairs have negatively impacted the community center and fire department budgets.
Water Department
The water department billed for 19 million gallons of water in March of 2026 with just over 1 million gallons categorized as “accounted for non-revenue apparent water loss” and 806,200 categorized as “non-revenue real water loss.” The total amount pumped to the system was 23.5 million gallons resulting in a non-revenue water loss rate of 9.9%.
Billing Adjustments
There were four adjustments totaling $780.75 reported with all being covered by leak insurance.
