Emergency Response Plan With the possibility of snow and ice in the forecast, city department heads have made preparations to deal with impacts from winter weather. Water Department Steven Roebuck provided an update on water department storm preparations. If the power goes out, the city will lose the ability to pump water within 24 hours and will have to disconnect service to our customers in Alabama and tap into Floyd County’s supply. The Alabama customers would be served by their emergency backup water provider. If the city has to tap into the emergency supply, there is a possibility water pressure will be impacted. Invoices and Requisitions Under the emergency continuity of operations resolution , council is authorized to approve expenditures and contracts in adherence with section 3 of the resolution. These approvals must be done in public meetings and passed by a majority vote of the council. The council approved 11 invoices for items including the annual audit, an emergency water leak repair, fire department equipment, lawn care and more. The council also approved a requisition for a laptop computer docking station. There was discussion of a requisition for new doors, heaters, locks and other items related to the public bathrooms. Temporary Operational Emergency Resolution

At the Jan. 13, 2026 city council meeting, the council passed a resolution (see below) to establish continuity of operations procedures. This resolution was necessary because the city has not yet appointed an interim city manager or hired a replacement for the previous city manager. This resolution will be in effect for 30 days unless we are able to appoint an interim city manager or hire a new city manager sooner than that. If we cannot, then council has the option to vote to extend the resolution an additional 30 days. See section 8 for additional details. Appointment of Chair/Vice Chair Councilman Dennis Shoaf was selected to serve as city council chair in 2026 and Councilwoman Joyce Mink was selected to serve as vice chair. Citizen Comments Claudia Littrell spoke about her plans for the 2026 mushroom festival and expressed her desire to hold part of the event on the property surrounding city hall. Notice of the resignation was posted on the city’s Facebook page on Oct. 24, 2025 and a Rome News Tribune article in which the city manager was interviewed about his decision ran on Oct. 27, 2025. On Dec. 29, 2025, the city manager provided council with an updated job description which he distributed to the Rome Chamber of Commerce and the Georgia Municipal Association.
