The possible creation of a Planning and Zoning Commission is among the items expected to be discussed when the Cave Spring City Council meets for its Aug. 4 work session. A proposed ordinance would establish an advisory board to review planning, zoning and land use matters, and make recommendations to the council. Under the current draft, the commission would consist of three voting members appointed by the city council. Final authority on legislative planning and zoning decisions would remain with the council. The draft ordinance is intended to serve as a starting point for discussion rather than a final proposal. Council will revisit cemetery maintenance after learning last month that mowing costs for Cave Spring Cemetery could increase substantially. Due to unforeseen circumstances, the City of Cave Spring is facing increased costs to maintain the Cave Spring Cemetery. City Manager Stephen Walker noted that based on bids obtained to date, the cost of a single mowing will increase by at least $1,100. At two cuts per month during the mowing season, the impact on the budget would be substantial. Councilman Charles Jackson suggested reducing the mowing frequency to once a month as a short-term cost-saving measure. Walker said he is exploring multiple options and will present recommendations at the next work session. One possible solution to avoid a negative impact on the city’s budget would be to pay for maintenance costs out of the cemetery’s perpetual fund. City Attorney Winston Gammon will review the perpetual fund documents to verify whether mowing is an allowable use of those funds. The Cave Spring City Council will consider several items during its regular meeting on Tuesday, July 14, including matters related to the Storybook Inn, a proposed parcel split, and a contract amendment. Issues with the City’s trash service and updates on the old Creekside Motel were among the topics covered during the Cave Spring City Council's July 7 work session. A Church Street resident expressed concern about how GFL is handling trash pickup at the apartment complex on her street. The service provider, she reported, has repeatedly left garbage cans in her yard or in locations that block vehicles parked at the apartment complex. All residents are encouraged to report any concerns related to trash pickup so that City personnel can follow up with the service provider. In other business, City Manager Stephen Walker announced that Cave Spring has received $26,508 in grant funding for infrastructure improvements.
