Council to Review Proposed Event Ordinance, Discuss City Manager Candidates

The Cave Spring City Council will meet Wednesday, April 1, 2026, at 5:30 p.m. to review a proposed event ordinance and ordinance updates pertaining to truck stops. Council will also meet in executive session to discuss the city manager candidates. BRAG Funding Rejected by Council, Event Use of City Property Approved

The Cave Spring City Council voted not to provide $4,500 in requested funding for an upcoming Bicycle Ride Across Georgia (BRAG) event during the March 25, 2026 called meeting. The request, presented at the March 3 work session , included funding for stage and sound, a band allowance, van rentals, fuel, and incidentals . Councilmember Baker Harbin and I voted against providing funding. Councilmembers Charles Jackson and Joyce Mink voted in favor. Chairman Dennis Shoaf cast the deciding vote against, which resulted in a 3-2 denial. Council was also asked to allow event organizers to use space inside City Hall as a massage area for bicyclists; however, that request was withdrawn during the meeting. Councilmember Mink then made a motion to allow the use of city property for entertainment purposes and to approve an alcohol license for a beer truck on City Hall property. BRAG Vote Changed to March 25, 2026

The Cave Spring City Council will meet Wednesday, March 25, 2026, at 5:30 p.m. to vote on two issues. Council was originally scheduled to vote on April 14, 2026, regarding the Bicycle Ride Across Georgia (BRAG) request . The vote was moved earlier to allow event organizers time to make alternate plans should council choose not to grant the request. The council has been asked to approve covering the cost of hosting a concert for BRAG on city property, providing a shuttle to Rome for bike riders who wish to stay in a hotel, allowing use of space in City Hall as a massage room for riders and providing police services to temporarily block traffic when bicyclists leave town. The Cave Spring Downtown Development Authority voted against providing funding for the BRAG event at their March 17 meeting. Council Expected to Vote on BRAG Request on April 14

The Cave Spring City Council held a called meeting at 5 p.m. tonight to further discuss the Bicycle Ride Across Georgia (BRAG) request as well as two ordinance-related matters. Chairman Dennis Shoaf reported that late this afternoon (March 12), he received documentation showing that BRAG organizers had communicated with the city about using city hall property for a portion of their upcoming event prior to the event moratorium being enacted on February 10 . The topic of the newly discovered communication was the BRAG request for an alcohol permit. The communication did not include the $4,500 request that was brought to council on March 3. Council Approves Library Request, New Travel Policy

The Cave Spring City Council regular meeting was held Tuesday, March 10, 2026, at 6 p.m. The following are my thoughts and notes from the meeting. The next meeting will be a called meeting on March 12, 2026, at 5 p.m. DDA Report The Downtown Development Authority report included the following updates: The first Galentine’s Tea on Feb. 15 attracted more than 30 participants. Planning for several upcoming events, including the St. Patrick’s-themed murder mystery event, is underway. The DDA has received more than 100 vendor applications so far for the BaconFest. A group recently visited to develop filming concepts centered around the cave. The city is now featured on the City of Rome’s “Stranger Things” tour. The cave will be included in their promotional materials and tour programming. Court Report ...

City Council Regular Meeting Set for March 10

The next regular meeting of the Cave Spring City Council will be held Tuesday, March 10, at 6 p.m. There are several items of new business tentatively set for consideration including:  Travel Policy The proposed travel policy update ties reimbursements to IRS and GSA standards to eliminate the need to routinely update amounts listed in the policy. Former City Manager’s Truck Payments Payments for the former city manager’s truck have been made out of the water/sewer budget instead of the police budget (the vehicle is equipped as a police vehicle). This will require a budget adjustment that must be approved by council. BRACE Grant The council will decide whether to accept a Building Responsibility and Community Engagement (BRACE) grant for $5,000. The grant will partially fund the community clean-up event, purchase of a commercial waste receptacle and public information material related to community clean-up, city ordinances and property beautification. Utility Management Services works with businesses and government agencies to identify ways to reduce utility costs. According to Mr. Hoffman, his company will conduct an audit to determine if the client could be on a better rate plan. If they discover the potential for savings, they will help the client move to a lower-cost plan. The company then provides a quarterly report showing how much the client has saved. For this service, the company bills the client a fee based on the amount saved (50% of the savings). This is expected to be a voting item at next week’s regular session.
