Ordinances, Policies to be Discussed During March 3, 2026 Work Session

The Cave Spring City Council work session will be held on Tuesday, March 3 at 5 p.m. We have a very full agenda (posted below) and I wanted to highlight a few of the items which are scheduled to be discussed. Ordinances Discussions about two proposed ordinances are on the agenda. Last month, council passed a gas station and convenience store moratorium introduced by Chairman Dennis Shoaf to allow council time to research, review and determine standards for gas stations and convenience stores within the city limits. Chairman Shoaf will be leading the process of developing that ordinance. Last month we also passed an events moratorium to allow council time to review and discuss an events ordinance I proposed to make sure we have appropriate standards in place for events meeting certain criteria. [UPDATED] Feedback Requested for Proposed Event Ordinance

Post last updated April 1, 2026 I have proposed a new ordinance to help make sure public events in Cave Spring are safe, well-organized and enjoyable for everyone. The ordinance is designed to: ensure public safety. manage traffic, parking and sanitation. protect city property and avoid unnecessary disruption. provide a fair and clear process for event organizers. Based on feedback and additional research, I have updated the original version of the event ordinance as follows: Replaced attendance threshold with operational impact criteria. Changed the bathroom facilities requirement from 1 toilet per 75 persons for events lasting more than four hours to being based on state and federal criteria, including the Americans with Disabilities Act (ADA). Specified permanent restroom facilities inside the event area count toward required facilities if they are open and compliant. City Manager Interviews to Begin Feb. 19

I am pleased to announce that there is a called meeting tomorrow, Feb. 19, 2026, for the purpose of interviewing candidates for the Cave Spring city manager position. The meeting will begin at 6 p.m. The interviews will take place in executive session. This is an exciting step forward as we work to identify the right individual for this important position. Public Safety Committee Meeting Held Feb. 9

The City of Cave Spring Public Safety Committee met on February 9 as part of ongoing efforts to strengthen communication and coordination between the City Council and the Department of Public Safety. Councilmember Baker Harbin and I represent the City Council. We met with public safety leadership including Chief Randy Lacey, Assistant Chief Johnny Gomez, and Lt. Debbie McCain. Their willingness to engage in regular discussions is much appreciated. During the meeting, we reviewed a variety of administrative, policy, and planning topics. Discussion focused on improving reporting practices, reviewing existing ordinances, evaluating traffic management options in the downtown area, and identifying items for future committee consideration. We also discussed long-term planning topics related to facilities, equipment, and grant opportunities as part of our responsibility to support effective and forward-looking public safety operations. Council Passes Two Moratoriums, Approves Property Purchase

CPA was presented by Christian Hatch. Hatch reported there were no material weaknesses and no instances of material non-compliance. He also reported that the city increased revenue and paid down debt in the fiscal year ending June 30, 2025. Georgia Department of Education Report Leslie Jackson with the Georgia Office of State Schools expressed gratitude for the collaboration between the Georgia School for the Deaf (GSD) and the Northwest Georgia Charter Academy (NWGCA) . Moratorium on Event Applications Utilizing City Property

The following is the events moratorium unanimously passed by council on Feb. 10, 2026. MORATORIUM NO. 26-001 MORATORIUM ON EVENT APPLICATIONS UTILIZING CITY PROPERTY 1.  PURPOSE AND INTENT WHEREAS, the City of Cave Spring owns and maintains certain public properties, streets, parks, and facilities for the benefit and use of the public; and WHEREAS, the City Council has the authority and responsibility to manage and regulate the use of city-owned property in a manner that protects public safety, city resources, and the general welfare; and WHEREAS, the City is currently in the process of developing a comprehensive ordinance to regulate special events and public gatherings, including standards for permitting, public safety, insurance, cleanup, and enforcement; and WHEREAS, until such ordinance is adopted, the City lacks uniform, codified standards to ensure that requests for use of city property for special events are evaluated and administered in a consistent, lawful, and pub...

Council to Consider Events Moratorium, Property Matter at Feb. 10 Meeting

The Cave Spring City Council will hold its regular meeting on Tuesday, February 10, 2026, at 6 p.m. at Cave Spring City Hall, 10 Georgia Avenue. Scheduled updates include the financial report, a report from the Georgia Department of Education, and reports from the Downtown Development Authority, municipal court, police department, and fire department. Council will also consider approval of previous meeting minutes, billing items, adjustments, and requisitions. Comment below or email me at reedforcavespring@gmail.com if you have any questions or concerns.  Newly Appointed Interim City Manager Gary Burkhalter has been appointed as the interim city manager. He has indicated a willingness to serve in this capacity until a permanent city manager is hired. Burkhalter has extensive experience in local government and served as the assistant county manager/comptroller for Floyd County prior to his retirement.  Update Sewer Project Phase II The punch list for the sewer project is 85% complete. Items remaining include reviewing camera footage of the sewer lines and making some repairs in the park. The work is expected to be completed by next week.  GVRA - Cave Spring Center Gary Teems of the Georgia Vocational Rehabilitation Agency (GVRA) gave a presentation about the programs offered at the facility.
