Ordinances, Policies to be Discussed During March 3, 2026 Work Session

The Cave Spring City Council work session will be held on Tuesday, March 3 at 5 p.m. We have a very full agenda (posted below) and I wanted to highlight a few of the items which are scheduled to be discussed. Ordinances

Discussions about two proposed ordinances are on the agenda. Last month, council passed a gas station and convenience store moratorium introduced by Chairman Dennis Shoaf to allow council time to research, review and determine standards for gas stations and convenience stores within the city limits. Chairman Shoaf will be leading the process of developing that ordinance.

Last month we also passed an events moratorium to allow council time to review and discuss an events ordinance I proposed to make sure we have appropriate standards in place for events meeting certain criteria. I shared the full text of this proposed ordinance with the public on Feb. 20 and I want to thank everyone who provided feedback.

Interestingly, this topic came up during the mandated newly elected officials training I attended in Athens this past week. On the last day, they held a mock council meeting to show how to handle various situations that might arise during meetings. One of the items on the agenda was a special event request. The moderator, Georgia Municipal Association CEO and Executive Director Larry Hanson, emphasized the importance of having special event ordinances as they provide fair and impartial standards for reviewing requests. He said one town he worked with had a form they used to make sure all criteria had been met (public safety review, sanitation plan, insurance requirements, etc.). If all the boxes were checked, the city manager could approve the request without it going before city council. I thought that was a good idea and I plan to request council’s feedback on possibly doing the same.

Policies

There are quite a few policy items on the agenda. Council has identified several areas in which we either have no policy at all, policies that have not been updated in several years or policies that do not reflect current operational realities. We have begun the process of reviewing and updating these. The oversight committee, of which I am a member, is looking at developing a key issuance policy and updating the travel policy. These will be discussed with council at the work session to obtain feedback on the initial draft. Once council provides feedback, then we have to determine what next steps should be (legal review, staff review, etc.).

The website policy agenda item refers to proposed terms of use, accessibility statement and privacy policy for the City’s website.

Community Center Application and Review Process

In the course of working on the event ordinance, I reviewed the community center application to see what the approval process was for events held at the community center. I had several concerns. While it outlines basic terms, I believe more could be done to define prohibited conduct and establish behavioral standards for users of the facility. Aside from smoking and gambling, there is little language restricting activities that could pose safety, liability, or reputational risk to the City. I would like to see the application updated with stronger risk management language and have it reviewed by the city attorney to ensure we are protecting the interests of the City of Cave Spring.

Work Session Motel update - According to City Manager Nick McLemore, renovations on the motel are moving forward.  Lights on city hall property - The city is going to ensure that the parking lot and sidewalks are adequately lit. Sewer project - Work is wrapping up and the contractors are going through some final testing and punch-list items.  Police equipment - Chief Lacey brought a request before council regarding new equipment for the police department including pistols, shotguns, shotgun racks, body cameras, radar units, a computer and software.
