The Cave Spring City Council unanimously approved the purchase of new water system monitoring equipment during the Sept. 8 council meeting. The current base station computer is approximately 15 years old and runs on Windows 7, which Microsoft stopped supporting in 2020. The total cost for the equipment, software, programming and support is expected to be $6,310.
The council also discussed potential uses for the former laundry building. Although the building has been leased in the past, ongoing maintenance and necessary repairs may make it difficult to operate profitably. Council will discuss whether to lease, repair or sell the building at a future work session.
Chairman Dennis Shoaf said he would like to see the city get out of the property management business. I wholeheartedly agree. In my opinion, the city should focus its resources on providing essential services to residents rather than taking on the responsibilities and expenses that come with managing rental property.
In other business, City Manager Stephen Walker provided an update on several items:
- The personnel policy revisions are well underway and should be completed within the next few weeks.
- Discussions are underway regarding a project to locate a secondary source of water for the city that could be funded through American Rescue Plan Act (ARPA) funds. The deadline for the funds to be used is Dec. 30.
- Walker is in the process of completing floodplain administration training. Once the course is complete, he can be designated as the city’s floodplain administrator.
- Walker will also attend safety coordinator training later this month. Once he completes the training and is designated as the city’s safety coordinator, the city will be eligible to apply for a grant to fund the purchase of needed safety equipment.
Council also approved the first reading of an ordinance to establish a 90-day moratorium on the acceptance and processing of applications for commercial work permits within the city. The moratorium would allow the city time to review its ordinances, permitting procedures, regulations and requirements related to commercial property and development. Exceptions would include permits issued to address emergency conditions and work authorized by a previously issued, valid permit.
Additionally, council members met in executive session to discuss litigation and personnel matters. No action was taken.
