Dec. 4, 2025 Work Session and Council Meeting

Though I cannot vote on anything until next month, I want to keep you informed about what is happening with your city government. Tonight’s work session and regular meeting covered a lot of ground. Rather than running through every agenda item, here are a few highlights.

Work Session

  • Motel update - According to City Manager Nick McLemore, renovations on the motel are moving forward. 

  • Lights on city hall property - The city is going to ensure that the parking lot and sidewalks are adequately lit.

  • Sewer project - Work is wrapping up and the contractors are going through some final testing and punch-list items. 

  • Police equipment - Chief Lacey brought a request before council regarding new equipment for the police department including pistols, shotguns, shotgun racks, body cameras, radar units, a computer and software. The city is moving forward with the purchase of some items through regular purchasing procedures and will get additional bids for the bigger ticket items. The software, which would allow CSPD to connect to the Law Enforcement Data System (LEDS) used by Floyd County, will require an intergovernmental agreement.

  • Executive session - there was an executive session related to property and personnel as noted on the published agenda. The executive session was adjourned without any action being taken.



Regular Session

  • Chief Lacey honored - Johnny Gomez, on behalf of Cave Spring fire and police personnel, presented Chief Lacey with a plaque recognizing his 30 years of service to the city. 

  • DDA update - Marley Peals reported that 13 film scouts/liaisons toured Cave Spring recently. The film personnel received gift bags with information about the city, details about the DDA mobile app and fudge donated by The Peddler. Marley said the feedback was very positive.

  • Police update - Chief Lacey gave a report on police activity for November. There were no arrests, three reports, two burglary/alarm calls, five vehicle accidents, one citation, 16 suspicious vehicles, 40 meet in person, seven suspicious persons, four domestic/fight calls, 14 miscellaneous calls and a report of two missing children who were quickly located and returned home.

  • Fire department update - CSFD responded to a total of 30 calls (22 rescue, 8 fire) last month for a total of 66 man hours.

  • Water report - The city pumped 25 million gallons of water last month. They can account for about 16 million of those gallons. The age of the lines is believed to be a factor in the unaccounted for water and the city hopes that problem will be fixed during the upcoming water project.

  • Financial report - General fund revenue is slightly ahead of schedule at 38.56% of anticipated revenue. Expenditures are slightly ahead of schedule at 35.39%. The enterprise fund is slightly behind schedule (33% of the year completed) for revenue and expenditures at 32.17% and 31.23% respectively.

  • Requisitions - The council approved a $6,000 requisition for a payroll module to be used with the city’s new software system.

  • Building purchase negotiations - The council unanimously approved a motion to offer $50,000 in cash/services to the housing authority to purchase their office building on Fincher Street.

Notice of the resignation was posted on the city’s Facebook page on Oct. 24, 2025 and a Rome News Tribune article in which the city manager was interviewed about his decision ran on Oct. 27, 2025. On Dec. 29, 2025, the city manager provided council with an updated job description which he distributed to the Rome Chamber of Commerce and the Georgia Municipal Association.
