Cemetery Lawn Care, HR Consulting Proposal on City Council Agenda

Maintenance of Cave Spring Cemetery and a proposal for human resources consulting services are among the items scheduled for consideration when the Cave Spring City Council meets in regular session on Tuesday, Aug. 11. 

The council will also receive updates on the city’s public safety facility and the city’s GEFA water project.

Cemetery Lawn Care Services

The City Council will consider proposals for lawn care services at Cave Spring Cemetery as the city faces significantly higher costs for maintaining the grounds. Three proposals were received, with prices ranging from $1,249 to $2,300 per mowing.

One potential option for controlling costs is to limit mowing to once per month. However, it has already been determined that infrequent mowing is not a feasible option if the appearance of the cemetery is to be maintained. The city now expects to mow at least twice a month during the seven-month growing season.

The city plans to use the funds remaining in this year’s budget for cemetery maintenance before drawing on the cemetery's perpetual care fund, which currently contains approximately $61,000. Using an estimated cost of $1,500 per cut, mowing twice a month for seven months would total approximately $21,000 annually, putting a significant strain on the fund and leaving less available for other maintenance needs.

As of Aug. 6, 2026, the cemetery had 139 plots remaining for sale. At the current price of $1,000 each, the potential for future revenue is limited.

Established in 1838, Cave Spring Cemetery is an important part of the community's history. Maintaining the grounds is not only a matter of appearance but also of preserving a historic place and showing respect for those who are buried there.

HR Consulting Proposal

City Manager Stephen Walker has asked the council to authorize the retention of a human resources consulting service to conduct a comprehensive review and update of the city’s personnel management documents and procedures.

The proposal, discussed during last week’s work session, would modernize personnel policies and procedures, establish clearly defined job expectations, and support future budgeting and workforce planning.

Dec. 4, 2025 Work Session and Council Meeting

Though I cannot vote on anything until next month, I want to keep you informed about what is happening with your city government. Tonight’s work session and regular meeting covered a lot of ground. Rather than running through every agenda item, here are a few highlights. Work Session Motel update - According to City Manager Nick McLemore, renovations on the motel are moving forward.  Lights on city hall property - The city is going to ensure that the parking lot and sidewalks are adequately lit. Council Approves Budget, Fee Changes for 2026-27 Fiscal Year

The Cave Spring City Council approved the fiscal year 2026-27 budget during its called meeting on Tuesday, June 23. Council also approved amendments to the 2025-26 budget. The upcoming fiscal year includes a $2.90 increase to the base bill for City of Cave Spring water and sewer customers. The fee change includes an additional $1 per month for fire services and an additional $1 per month for garbage collection. The City's garbage provider, GFL, increased its rates by 4.3% on February 1, 2026. That additional cost is being passed on to customers. Council also approved a rental fee waiver for the Georgia Association of Educators (GAE) to host the GAE Region One Spelling Bee on February 27, 2027, at the community center. The event is expected to draw between 100 and 150 attendees.
