Potential Water, Sewer Rate Increases Discussed

A proposed rate increase would add $2.90 to the base bill amount for City of Cave Spring water and sewer customers. The potential fee changes include an additional $1 per month for garbage collection, bringing the monthly garbage rate portion of the bill to $19.50. The City’s garbage provider increased its rates by 4.3% on February 1, 2026. The potential change in fees was discussed as part of the 2027 budget review during the June 2, 2026 work session.

Overall, the proposed water budget will increase from $1.665M to $1.696M. Much of that increase is related to software upgrades and replacement water meters. The City needs to replace 1,600 meters. To date, only about 170 to 180 have been replaced. 

Fireworks Funding Request

The Downtown Development Authority (DDA) has requested that the City contribute $3,000 toward the purchase of fireworks for this year’s Liberty Day. The DDA has already committed $5,000 to fund the display. The City's contribution would come from the hotel/motel tax fund.

The DDA is also offering sponsorship opportunities. Interested parties should contact DDA Director Marley Peals.

Liberty Day is scheduled for June 27.

Fire Department

During May 2026, the City of Cave Spring Fire Department responded to a total of 21 calls, generating 41 personnel man-hours. Rescue-related incidents accounted for 16 of the 21 responses. Within the City of Cave Spring, the department responded to nine rescue calls and no fire calls, representing 42.86% of total activity and requiring 17 man-hours. Outside the city limits, the department responded to 12 incidents in Floyd County, including seven rescue calls and five fire calls, accounting for 57.14% of total activity and 24 man-hours.

Police Department

The May 2026 Police Department report included the following:

  • No burglaries, overdoses, suicides, death investigations, missing persons, or arrests.
  • Only one theft report, which was ultimately determined to be a repossession.
  • Two fraud investigations were handled.
  • Officers conducted significant proactive patrol activity, including 511 keep checks.
  • The department responded to 33 dispatched calls and logged 504 non-dispatched activities.
  • Five vehicle accidents and six assistance calls involving Fire/EMS or Floyd County agencies were reported.

Water Department

Total revenue billed for the water department during the most recent billing period (April 2-May 3, 2026) was $159,714.96. A total of 26.2 million gallons of water was pumped into the system. Accounted-for water totaled 23.9 million gallons, resulting in an apparent loss of 2.3 million gallons.

GDOT Permit

A permit application for the repair of the manhole at the intersection of Rome Road and Alabama Street has been submitted to the Georgia Department of Transportation. Once approved, the work will be completed by City personnel.

Executive Session

Council met in executive session regarding personnel and possible litigation. No action was taken.

Next Meeting

The next City Council meeting is scheduled for Tuesday, June 9, at 6 p.m.

Work Session Motel update - According to City Manager Nick McLemore, renovations on the motel are moving forward.  Lights on city hall property - The city is going to ensure that the parking lot and sidewalks are adequately lit. Sewer project - Work is wrapping up and the contractors are going through some final testing and punch-list items.  Police equipment - Chief Lacey brought a request before council regarding new equipment for the police department including pistols, shotguns, shotgun racks, body cameras, radar units, a computer and software.
