Council Expected to Vote on BRAG Request on April 14

The Cave Spring City Council held a called meeting at 5 p.m. tonight to further discuss the Bicycle Ride Across Georgia (BRAG) request as well as two ordinance-related matters.

Chairman Dennis Shoaf reported that late this afternoon (March 12), he received documentation showing that BRAG organizers had communicated with the city about using city hall property for a portion of their upcoming event prior to the event moratorium being enacted on February 10. The topic of the newly discovered communication was the BRAG request for an alcohol permit. The communication did not include the $4,500 request that was brought to council on March 3.

The budget breakdown of the request presented to council during the March 3 work session is as follows:

  • $2,500 for stage and sound for the concert
  • $1,000 for the band allowance
  • $600 to rent two 15-passenger vans to shuttle riders to and from Rome
  • $200 for fuel for the vans
  • $200 for incidentals for unexpected expenses 

Council was also asked to allow event organizers to use space inside city hall as a massage area for bicyclists.

Given that documentation has been found to support consideration of the request to use city hall property, council is now left with two questions:

  1. Do we allow city hall property to be used for alcohol consumption and a concert (plus allocate space within city hall for massages)?
  2. Do we contribute funding for the concert, shuttle vans, fuel and incidentals?

Those questions will be voted on at the April 14, 2026 regular meeting.

Also on tonight’s agenda was a discussion pertaining to the possibility of amending the zoning ordinance to define truck stops and amending the special use permit conditions to provide specific requirements for truck stops. Chairman Shoaf is working to develop that language.

Council also further discussed the proposed events ordinance. The draft ordinance will be sent to City Attorney Winston Gammon for review.

The council will hold another called meeting on March 31 at 5:30 p.m. to review the events ordinance and proposed changes to the zoning ordinance.

Tonight’s called meeting was followed by an executive session for the purpose of interviewing candidates for the city manager position.

Though I cannot vote on anything until next month, I want to keep you informed about what is happening with your city government. Tonight’s work session and regular meeting covered a lot of ground. Rather than running through every agenda item, here are a few highlights. Work Session Motel update - According to City Manager Nick McLemore, renovations on the motel are moving forward.  Lights on city hall property - The city is going to ensure that the parking lot and sidewalks are adequately lit. Sewer project - Work is wrapping up and the contractors are going through some final testing and punch-list items.  Police equipment - Chief Lacey brought a request before council regarding new equipment for the police department including pistols, shotguns, shotgun racks, body cameras, radar units, a computer and software.
