Emergency Response Plan
With the possibility of snow and ice in the forecast, city department heads have made preparations to deal with impacts from winter weather.
Water Department
Steven Roebuck provided an update on water department storm preparations. If the power goes out, the city will lose the ability to pump water within 24 hours and will have to disconnect service to our customers in Alabama and tap into Floyd County’s supply. The Alabama customers would be served by their emergency backup water provider. If the city has to tap into the emergency supply, there is a possibility water pressure will be impacted. Once power is restored, there could be service interruptions as the system is brought back online.
Though renting emergency diesel generators was considered, that plan was ruled out following a cost and logistical analysis.

Public Safety
Chief Lacey reported that police and fire are prepared for winter weather impacts. The fire department will be fully staffed and police will be checking in on at-risk residents.
Chief Lacey also advised that Gov. Kemp has declared a state of emergency. This declaration means “all resources of the State of Georgia be made available to assist in preparation, response, and recovery activities throughout the State, and the Georgia Emergency Management and Homeland Security Agency shall activate the Georgia Emergency Operations Plan and the Georgia State Operations Center.”
Assistant Chief Johnny Gomez will be providing guidance on preparing for the storm and updates throughout the weekend on the Cave Spring Fire and Rescue Facebook page.
Edmunds GovTech
The previous council approved a new enterprise resource planning software package. The implementation has begun. At the same time, the city remains under contract with another provider for similar services. There was always going to be a systems overlap to allow time to get the new system up and running and do the training and testing. This has, however, created a situation in which expenditures for software will be significantly higher than normal. At this time, Phase I of the project is expected to go live in July. Phase II has an expected go-live date of September.
